"VAN" (Sports Desk - 25.07.2026) :: The International Paralympic Committee (IPC) Athletes’ Council unanimously elected New Zealand’s Para alpine skier Adam Hall to the position of First Vice-Chairperson on Thursday 16 July 2026.
At the close of the nominations period, six-time Paralympian Hall was the only candidate to run for the position to succeed Canadian Para alpine skier Josh Dueck who had served in the role since 2022. As the sole nominee, a Simple Majority (50% + 1 vote) was required for Hall to be elected.
During an online meeting, the 10 Athletes’ Council members voted via digital secret ballot.
Following his election, Hall joins Chairperson Vladyslava Kravchenko as an ex officio member of the IPC Governing Board which is led by President Andrew Parsons and features a total of eight athletes.
Hall said: “I am truly honoured and full of gratitude to have received such unanimous support as being elected as the first Vice-Chair of our IPC Athletes' Council and to be representing the Para athletes voice together through our IPC Athletes' Council as well as on the IPC Governing Board alongside our Chair Vladyslava Kravchenko.
“I know this role comes with great responsibility. I look forward to the challenge, working collaboratively with the IPC Athlete's Council to ensure we continue to strengthen athlete engagement, representation and continue to advance the Paralympic Movement for all athletes in our movement, from summer to winter, to every National Paralympic Committee, every region, to each current and future International Federation and International Organisation of Sport for the Disabled.”
Vladyslava Kravchenko said: “It is a pleasure to welcome Adam as our new First Vice-Chairperson. His unanimous election reflects the trust and respect he has earned from his fellow Council members, built over six Paralympic Winter Games and years of dedicated representation of our athletes.
“I would also like to thank Josh Dueck for his service. His contribution to advancing athlete representation within the Paralympic Movement has been invaluable, and we are grateful for the dedication he has shown to Para athletes throughout his time in the role.

Hall made his Paralympic Winter Games debut at Torino 2006 in Para alpine skiing. Since then, he has competed in every edition of the Paralympic Winter Games, most recently at Milano Coritna 2026. A decorated skier, Hall has won six Paralympic medals to date including two gold, one silver, and three bronze medals.
The First Vice-Chairperson is elected by the Athletes’ Council after each edition of the Paralympic Winter Games. At the Milano Cortina 2026 Paralympic Winter Games Hall, Tyler McGregor (Canada, Para ice hockey) and Declan Farmer (USA, Para ice hockey) were elected as winter sport representatives to the Council.
The IPC Athletes’ Council is a group of athlete representatives elected by their peers who act as the voice of the Para athlete community to the IPC. Made up of 12 athletes in total, it includes three winter athletes and six summer athletes, two appointed members, and a representative of the IOC Athletes’ Commission. The Chairperson and First Vice Chairperson of the IPC Athletes’ Council are also members of the IPC Governing Board. All Athletes' Council members are eligible to vote with the exception of the IOC Athletes' Council representative.
The IPC Athletes’ Council serves as an advisory body to the IPC Governing Board, carrying out tasks specifically delegated by the Board.
